Why do I get a message about add-ons being disabled in IE8?

I have recently upgraded to IE8 and I constantly get a message at the top of the browser saying the IE is currently running with add-ons disabled. When I go to 'manage add-ons' none appear to be disabled. Why do I get this message and how do I stop it from appearing?|||Go.....
